The Ministry of Communications is responsible for setting policy and goals; initiating and promoting legislation; and monitoring, licensing, and encouraging the communications industry and research. The Ministry changed radically when telephone services were transferred to Bezeq in February, 1984 and when the Postal Authority was established in 1988. The Minister of Communications bears responsibility for both Bezeq and the Postal Authority, of course, but their status as a government corporation and a government authority respectively allows them independence from the state budget.
