In any community policing situation, the implementation of TQM would begin with a new mission statement from the highest levels of the organization. Since most community policing efforts are new programs rather than existing programs, TQM can be built into the program from the beginning. Organization mission statements are, by their nature vague, but such a mission statement would set the tone for the agency as a whole, and would encourage other divisions and departments to develop their own mission statements in support of the agency-wide mission.
