The Great Society, in effect, extended planning beyond the physical dimension of infrastructure and into the dimension of social planning as well.

The significance of the Great Society for preservation of the planning function in public administration can be seen through the growth of planning agencies at the national, state and local levels of government. With the rapid growth of federal aid, governmental planning staffs grew in size and number. The sheer number of new planning agencies at every level of government led to a new problem: the coordination of public administration planning between all these various agencies.
