There are large segments of the public opposed to this change because of fears of invasion of privacy. There are large segments of the industry opposed to the bill for this reason and because it would involve changes in their business methods that could mean higher prices charged to consumers, thus reducing the ability of the companies to sell their products and services. This would make these products more costly to the consumer, who would also object to the use of the chip.
