The code needed to be an expression of best ethical practice, an outgrowth of intensive research, reflect value systems and current practice in specific terms for specific situations, meet the needs of varied areas of psychology, clarify relationships and enlighten individuals, be simply written, and include the widest possible participation among psychologists for development (Hobbs, pp. 81-84).
