This study examined the effects of managerial training and education, together with instrumentation design, on the validity and effectiveness of personnel performance evaluations. The participating organization was the Department of Social Services of the City of New York. The problem investigated was the effect on the validity and effectiveness of personnel performance evaluations of two factorsmanagerial education, and training and the design of performance evaluation instrumentation.

A multilevel analytical design was employed to test hypotheses related to the impact on the validity and effectiveness of personnel performance evaluations of managerial training and education. Assessments of the validity and effectiveness of personnel performance evaluations were based on a comparative analysis of the perceptions of both managers and employees in the Department of Social Services. The research questions investigated in this study were as follows: (1) Does managerial training and education affect the validity of personnel performance evaluations? (2) Does managerial training and education affect the effectiveness of personnel performance evaluations? (3) Does the design of performance evaluation instrumentation affect the validity of personnel performance evaluations? (4) Does the design of performance evaluation instrumentation affect the effectiveness of personnel performance evaluations?
