The bank is also able to obtain good employees and not have to pay their benefits, including insurance, because they are part-time.

In this situation, the bank has not laid off workers to replace them with part-time employees, but has adopted a strategy whereby when senior employees (who are expensive) leave the bank, they are replaced with part-time employees wherever possible. The institution does recognize the need for more intensive training in order to bring part-time workers up to speed, and has committed to a training program that will be ongoing in order to bring new employees in line with the bank's procedures, and to provide refresher training for more experienced employees.
