ld have if it tried to maintain two full-time shifts. The overlap which does occur, in the middle of the day, covers a period when the bank is most busy with customers. The bank is also able to obtain good employees and not have to pay their benefits, including insurance, because they are part-time.
In this situation, the bank has not laid off workers to replace them with part-time employees, but has adopted a strategy whereby when senior employees (who are expensive) leave the bank, they are replaced with part-time employees wherever possible. The institution does recognize the need for more intensive training in order to bring part-time workers up to speed, and has committed to a training program that will be ongoing in order to bring new employees in line with the bank's procedures, and to provide refresher training for more experienced employees.
