The requirement for accessibility to the physically handicapped was extended to public transport systems receiving federal funding through the Urban Mass Transportation Act in 1970. Similar accessibility requirements were extended to air transportation in 1986 through enactment of the Air Carrier Access Act (Evolution, 1989, p. 290).
