The International community looks upon U.S. space dominance policies unfavorably for the most part. Only Russia, France and Great Britain have even attempted similar programs but with varying degrees of success. RussiaÆs program, ôGlonass,ö lies in tatters with no money for the enormous investment in equipment, technology and training required for military space programs, (Waller, 2003). Great Britain has experienced some success with its own version of the U.S. system, known as Galileo.
