hnson was respected in the Senate, but he also enjoyed considerable power because of the overwhelmingly democratic majority in the House. The third reason for JohnsonÆs power and persuasive abilities was the degree of sentiment felt among legislators for the late John F. Kennedy. This sentiment enabled Johnson to easily win support for many items on KennedyÆs agenda, such as the Civil Rights Act. Because of his enormous power and ability to persuade, Johnson achieved many great things for American society. As Burson (2002) argues, ôIf it had not been for the Vietnam War, Johnson might be recognized as one of the greatest American presidentsö (14).

The Clinton Administration exhibited a similar power to that held by Johnson. William J.
