he Palestinian view of Jerusalem, Cattan (1981) cites UN Resolution 181 of 1947, which called for governance of Jerusalem by the UN, thus invalidating Israel's annexation of East Jerusalem in 1967. Elsewhere, it has been pointed out that Resolution 181 was not confined to Jerusalem but also called for formal partition of an Israeli and Arab state in what was in 1947 called the Palestine Mandate. This partition was not accepted by the Palestine Arabs, who fought with Israelis up to the time the state of Israel was proclaimed. Meanwhile, neighboring Arab states had made incursions into Palestine territory that would have been partitioned, with Jordan and Egypt annexing the West Bank and Gaza Strip, respectively (Goldberg, 1995). The borders created by this territory were not ceded to Palestine Arabs at the time of the 1949 armistice but remained in Egyptian and Jordanian control, without UN interference, until 1967. To put it another way, there appears to have been selective acceptance of UN jurisdiction over Jerusalem.
