Accurate staffing refers not only to the number of employees relative to the number of available positions but also the quality of the fit between employees and their positions. The value of accurate staffing practices can be measured in a number of ways. Accurate staffing is occurring if the right people are in the right jobs, there are no unfilled positions, no staff without job assignments, and the staff that are currently employed are successfully completing their work and in good position for promotion. Accurate staffing also assumes that HR is aware of upcoming needs for staff and imminent changes or events that will alter staffing needs in terms of numbers or job skill requirements.

Measurement of accurate staffing can be explained through examples. First, if ten new people are hired today to fill ten available positions, but next month five of those people are no longer needed, this is inaccurate staffing; HR needs to incorporate company goals, objectives, and needs into staffing decisions. Second, if there are employees to fill every position but the work is not being done adequately, staffing is again inaccurate. Accurate staffing assumes that the people selected for positions are capable and willing to do the work. Third, if all positions are filled, work is being done well, and employees demonstrate ability to proceed to the next level of responsibility, staffing is accurate.

The main factors and issues associated with effective policy development in human resources are conformance to organizational goals, objectives, mission, and vision; adherence to legal guidelines and restrictions; and budgetary concerns. For example, if one of the companyÆs goals is to achieve ethnic, gender, and racial diversity across all levels of the company, HRÆs policies need to reflect consideration for candidates with a view to accomplishing that goal.
