The Amateur Sports Integrity Act

The Amateur Sports Integrity Act is legislation that results from recommendations made by the National Gambling Impact Study Commission, which the Commission released in June 1999.á Congress created this Commission in 1996 in response to an alarming growth of gambling. The Commission studied the social and economic impact of gaming and recommended ways to regulate it.áThe Commission found that illegal gaming on college campuses enticed some student-athletes to turn to point shaving in order to either augment their income, or to get out of debts owed to their on-campus bookmakers. The Amateur Sports Integrity Act is an outgrowth of a 1999 Congressional study that cited examples of college athletes æthrowingÆ games, and other athletes involved in point-shaving schemes in which student-athletes played to win but purposely failed to score enough points to beat the point spread.

Hartle, Senior Vice-President of the American Council on Education stated his support for this bill. He said: ôAs long as there is legalized gambling on collegiate sports in Nevada, we will be encouraging illegal gambling on these same events in every other state of the union.ö Dr. Hartle also said: ôàgambling on college sports - both legal and illegal - is a problem that threatens the integrity of intercollegiate athletic competition.ö The NCAA has already instituted a number of rules and policies with its member campuses. Student-athletes and athletics staff members are not permitted to provide information to individuals who are involved in organized gambling activities. They are not permitted to solicit a bet on any intercollegiate team or accept a bet on any team representing the school. They are not allowed to solicit or accept a bet on intercollegiate competition for any item of tangible value, and they are not permitted to participate in any gambling activity that involves methods used by organized gambling.
