Maria Rosa Garcia-Acevedo (2003), in an article titled ôPolitics Across Borders: MexicoÆs Policies Toward Mexicans in the United States,ö makes several important points regarding the relationships between Mexican government policies and the interactions between Mexico and the U.S. Specifically, Garcia-Acevedo (2003) suggests that it is vital to recognize that the so-called ôMexican diaspora,ö which has resulted in the presence of millions of Mexicans (legally and illegally) in the U.S. has resulted in a necessary and vital influx of some U.S> $10 billion annually into the Mexican economy; additionally, the North American treaty Alliance (NAFTA) and other trade and aid agreements in which both countries participate has helped to shape political and economic relations between the two neighbors. Garcia-Acevedo (20030 also states that the evolving political and economic connections between Mexico and the U.S> are illustrative of how globalization as well as localized trends are impacting upon Mexican national development.

Garcia-Acevedo (2003) believes that the trend of Mexican immigration to the U.S. has evolved over time into a source of enormous economic advantage to MexicoÆs economy. Mexicans working in the U.S> tend to retain close ties to their homeland, their families and their birth communities. Movement to and from Mexico to the U.S., and the transfer of income earned in the U.S. to Mexico is partially responsible for MexicoÆs gradually improving economic situation. Roderick A; Camp (2003) makes similar comments, noting further that the barrier posed by the Mexican-American border is less significant today than ever before; NAFTA and other agreements between the countries, as well as the relocation of many American-owned and operated factories and increased outsourcing of manufacturing functions, have resulted in closer ties and greater economic interdependency between the countries than ever before.
