There are two federal laws that allow for some protection for these workers. The Health Insurance Portability and Accountably Act (HIPPA) of 1996 helps these people in that it restricts the degree that an insurer can limit coverage for any preexisting medical condition and it prevents insurers from denying coverage due to a present or past condition. Another measure is the Consolidated Omnibus Budget Reconciliation Act (COBRA) of 1985 which extends employer-sponsored group coverage for up to 18 months after leaving employment (Meyer & Stepnick, 2002). However, these laws are not very helpful for most people who lose their health care coverage when they leave employment positions.
