The individual citizen cannot compete with these organizations for access to political actors and, thus, has a lesser voice in the governing and legislative activity of the country. This is the fundamental reason for the poor participation in the political process by individual citizens.

The counter-argument, however, is that the individual citizen's perception of the situation is not based on actual reality. Merely because others with more resources participate in the process does not mean the individual citizen is thereby barred from participation. This was the argument made by Justice Brennan in Bellotti. The arguments proffered by the State in Bellotti echoed the usual arguments offered in favor of the regulation of corporate political speech and activity.
