9 CFR 1910.142(f)(4), p. 438) are as specific as they ever become: "Every service building shall be provided with equipment capable of maintaining a temperature of at least 70(F. during cold weather." (There is not a requirement that such equipment be operated, under particular circumstances or ever.)

In Subpart T of 29 CFR 1910, dealing with Commercial Diving Operations, the Department of Labor regulations direct employers, during pre-dive procedures (29 CFR 1910.421(d), p. 857) to perform planning and assessment tasks that include an assessment of the safety and health aspects of "(1) diving mode; (2) surface and underwater conditions and hazards; (3) breathing gas supply (including reserves); (4) thermal protection; . . . and (9) emergency procedures" [emphasis added]. The regulations also specify that there will be an employee briefing, pre-dive (29 CFR 1910.421(f)(1)(iii), p. 857), to include "Any unusual hazards or environmental conditions likely to affect the safety of the diving operation."
