The classical liberal position emphasized the economic, that is, the freedom of economics from government limitation, while the modern liberal school emphasizes the spread of political power to the masses and the exercise of government power in righting the injustices created by the capitalist system. John Stuart Mill helped develop the classical tradition into the modern tradition by emphasizing the need for greater democracy, so that the majority did not abuse the minorities. Mill, says Noble, increasingly moved toward a socialistic standpoint, recognizing the injustices which laissez-faire economics could visit upon the weak, poor, uneducated, etc. Mill advocated greater protection of rights as well, for women as well as men.

The modern school of liberalism is indeed a response to industrialization and the intensification of capitalism. The classical school argued that unbridled enterprise would create a better society for all, but the fact is that capitalism benefits the rich most and the poor least. The modern liberal school was created to address the social, political and especially the economic injustices created by the rich getting richer and the poor getting poorer. Yes, industrialization created a greater choice for consumers, department stores, etc., but the greatest result was a dehumanization of work and life for the masses. Cartels, the super-wealth of Rockefeller, grueling working conditions---all these factors showed the negative side of industrialization. Labor unions, greater suffrage, etc., showed the protests and reforms which resulted from capitalist pressures and injustices.
