s) attempted to contain the Soviet Union and thus "protect" the rest of the world (Chomsky, 1993). Some of the need for this philosophy of "protectionism" was brought about by Post World War II conditions in Greece. Early in 1947 the British said they could not support the Greek government after March 31. Many diplomats at the time became concerned that the Soviet Union, if not "contained," would proliferate their power and influence throughout the Middle Eastern Region. President Truman responded to these concerns by asking Congress for and subsequently securing appropriation for $400 million to aid Greece and Turkey. This policy of aid became known as the Truman Doctrine and became the formalized answer by the United States to perceived Soviet ambitions throughout the world.

The "events" of the Cold War that particularly irritated the United States were the repeated interventions by the Soviets into Eastern Europe. What most do not appreciate were that these "interventions" were along the route that had been traditionally used by invading armies to attack Russia three (3) times during the twentieth century (Chomsky, 1993). The Soviet invasion of Afghanistan differs in that it was an intervention outside of the normal route although it was on the Soviet border.
