crisis reminded Americans for the first time since the defeat of Jimmy Carter in the 1980 general election that the country is far too dependent upon fossil fuels for its energy (Holden, 1990). Unfortunately, the response of the Bush Administration to the energy problem (as reflected in the 1991 "State of the Union" address), indicated that the Administration intends to pursue an energy policy in which fossil fuels are the centerpiece, and in which neither alternative fuel sources nor energy conservation will receive much emphasis. This study assessed alternative energy sources to fossil fuels, as a step toward the devdelopment of a national policy for 2000 and beyond.
