As you noted before Congress about the time-sensitive nature of legislation designed to enhance border security, “Time’s a-wasting here, and if somebody gets into this country and engages in an act of terrorism we could have stopped, the people who are slowing this legislation down are certainly going to have to deal with that” (Senate 1).

The lax visa and tracking system of foreign visitors in the U.S. has completely changed the Bush administration’s and the American public’s stance on enhancing border security and cracking down on illegal immigrants. Instead of talking of changing times and immigration liberalization, like he did in conversations with Mexican President Vincente Fox, after the terrorist attacks Bush claimed, “America is no longer protected by vast oceans. We are protected from attack only by vigorous action abroad, and increased vigilance at home” (Bustos 1). The proposed visa legislation also required university officials to track hundreds of thousands of foreign students in this country.

More than 31 million foreign visitors are in the U.S. annually (Bustos 1). Many foreign visitors are here illegally, either outright or because they have overstayed the duration of the visa. Arizona, California, Texas and other border states have already sued the federal government to
