If we look at New Labour’s policies with respect to education, we see that one of the factors prohibiting access to unrestricted citizenship is education. However, poor school systems and an unequal access to quality education often restrict many from gaining such a full sense of citizenship, particularly in comparison to the wealthy. Restrictions based on class level, income level, and culture and identity still exist within a capitalist welfare state, but, Dean and Melrose (1999, p. 171) argue that it at least offers the platform from where these needs and others designed to make citizenship more accessible and fully encompa
