The second broad group of theoretical studies emphasizes the relationship between the control of social behaviors and reductions in crime rates. Within this group of studies, there are included a wide variety of approaches that run the gamut from the use of punishment and sentencing procedures as a deterrent to the commission of antisocial behaviors to the use of community involvement as a means of reducing the frequencies of antisocial behaviors. Individuals who think that swift and sure punishment is the best way to control antisocial behaviors typically oppose parole, while those individuals embracing the community involvement approach likely favor parole.

The two general approaches to the reduction of criminal activity--attacking the underlying causes, and control of social behaviors--cannot be completely divorced. Existing studies in the literature both provide support for each approach, and find an absence of support for each of the approaches. Further, within the general area of the control of social behaviors, the several different approaches to such control which have been advanced cannot be divorced from one another.
