Rather, it demonstrates disturbing professional incompetence and an alarming aggression toward a group of people whom the ATF made no attempt to confront peacefully and only made superficial attempts to understand. The Austin, Texas Office of the Bureau of Alcohol, Tobacco and Firearms (ATF), in June 1992, opened a formal investigation into allegations that the Branch Davidians, led by David Koresh, possessed illegal firearms and explosive devices. ATF agents began an undercover operation in January 1993 and, as a result, the ATF sought and received from a federal judge an arrest warrant for Koresh and a warrant to search the Branch Davidians residence.
