Group polarization might occur as various members of the committee are "courted" by representatives from the communities involved in the selection process. As members gain a favorable (or unfavorable) impression of a particular site, they are likely to bring that impression with them to the meetings. This might result in group polarization as they find reasons to reinforce their position and are not willing to listen to alternate site suggestions with an open mind.
