The UN Charter was the first multilateral treaty to deal with the whole broad spectrum of human rights. It was adopted in 1945 and was a statement by the allies victorious in World War II that there was to be a new world order, especially in the area of international law. In 1944 they had proposed at Dumbarton Oaks that they would establish a United Nations Organization which would promote respect for human rights and fundamental freedoms. The UN Charter several times used the Dumbarton Oaks phrase about promoting respect for human rights and fundamental freedoms, always adding to it the fact that this would be for everyone, without distinction as to race, sex, language, or religion.
