The Progressives wanted to change certain conditions and had faith in democratic processes and faith in government while they were hostile to any concentration of private power. They believed in the government and in using it to effect change: "In their view, the state and especially expert agencies created by the state would mediate the tensions between rich and poor, the powerful and the weak" (Blum et al. 507).

Over the course of the century, some of the primary goals of education have changed as ideas about education an its role have changed. Into the 1950s, rote learning and discipline were seen as prominent features in classrooms, and students generally had little choice about what they would be taught or how they would learn it. By the 1960s, critics of education were talking about schools as if they were repressive organizations that resembled boot camps. Teachers are seen as obsessed with rules and regulations.
