Although many believe that group participation in decision-making takes up a great deal of time, once a consensus is gained, the implementation of a plan is instantaneous. This has been the situation at S.A.F.E.

According to its by-laws, a member is any person who volunteers time or is involved in the activities of S.A.F.E., and who subscribes to its purposes and philosophy. Although no dues are required, there are two types of membership: non-voting, supporting members, who may attend board meetings; and board of directors members who are chosen by the board. These board members (generally not exceeding 17 in number) are elected at the January meeting by a majority of the board present. Each board member serves for two years.
