er campaign for governor, however, Clinton had made a campaign promise to establish an Arkansas office in Washington, D. C. to pursue the interests of the state. The overall staff increase was less than the staffing at the Washington office. Such a nuance, however, is a difficult message to convey to the ordinary voter, and the situation left Clinton in a vulnerable position in relation to a manipulative opponent who is willing to pander to an uninformed and perhaps uninformable public.
Clinton earned high marks from the press for his challenge to the federal government over the formula used to reduce the distribution of federal highway funds to the states-a formula that tended to short-change small states such as Arkansas while rewarding large states such as Texas ("Checking the Formula For Impounding" 8A).
