people who work at well-paying jobs--they go to the suburbs at night. A large proportion of people who do live in poor neighborhoods also do not work there--because they have no jobs.

Gangs are not just a California phenomenon. The FBI has organized a task force to target violent youth gangs in Washoe County, Reno, Nevada, and in Portland, Oregon. In Oregon, curfew laws and uninsured motorist laws are aimed at keeping youths off the streets so they cannot engage in violence--including drive-by shootings. In Tracy, California, a rural community, teen gang membership has doubled. However, recently, through the efforts of the city's Gang Intervention Task Force, a new Boys and Girls Club opened on the city's poorer south side.

Generally, most of the gang-related deaths nationwide involve murders by rival gang members, but bringing the felons to justice is not an easy task. For example, fourteen-year-old Eduardo Samaniego, not a gang member but a Little Leaguer and active church member, witnessed a gang killing and was asked to testify at the trial. His parents were reluctant, but the police assured them that Eduardo was not in danger. However, a short time later, he was shot to death after testifying at the preliminary hearing.

Terrorists also kill members of rival terrorist groups. In addition, many of their victims are innocent bystanders who are targeted for murder in order to draw attention to the terrorists' aims. For example, in South Africa, since 1990, 9,000 people have died in political violence. Many of these have been women and children. One attack that particularly shocked South Africans involved the killing of six children as they sat in a pick-up truck that served as their school bus. Desmond Tutu called the attack a deliberate attempt to derail multiparty talks that had recently resumed.
