Today the United States continues to support multilateralism; it is in our commercial interest to do so. That American companies are the most multinational in the world supports this. Most international companies are globalizing their production in ways that require trade liberalization across many countries simultaneously. And, given that the U.S. has the world's largest open market, it is in our interest to see multilateral commitments made by other nations en masse(Garten, 1995, pp. 51).

Thus, the United States has potential to retain a primary role in the Western Hemisphere while utilizing the multilateral approach. Greater openness on the part of Latin American nations- including(but not limited to) the lowering of tariffs and quotas, the loosening of government regulations that strangle competition and anti-trust laws, and the unblocking of access to distribution systems- will contribute to U.S. success through the multilateral ap
