Probably the most relevant external factor is the political climate which has created an overcrowded prison system and has focused on spending as little money as possible on providing services, including health services, for residents. The focus of the County, and the largest community, is illustrated by a small blurb about an award won by the House of Corrections. Instead of an award for rehabilitating prisoners, it is an award for recycling the wastes of what represents a small village of people in terms of population.
