An ethical code of behavior such as the one outlined by the ACPA would clearly argue against the deans' decision to admit the less qualified student in the first case scenario described above. The decision to admit the student does not reflect the impartiality and equity that school administrators should practice in their decisions related to the institution. The code of behavior, however, could also argue against the decision to back date the donation in the second scenario. In that case, administrators should not be protected from the effect and meaning of their actions by secrecy, though this is often the case.
