A review of the literature has revealed a consensus that young children require additional support to acquire reading skills and it is important to help children reach grade-level skills by the third grade. Miller (2002) provided a theory of change that will be used to explain the orientation of this study. According to Miller there are underlying assumptions regarding how things connect. Miller developed three different theories of change and each of these is considered for this study. These theories point out that the activities that a child participates in, the location of these activities, and the content of the activities all affect their learning and increased engagement
