This is not the first time immigrants have faced exclusion laws in America's history. There is a disturbing historical precedent for issues like Proposition 187 and Proposition 200 that must also be fully explored in order to evaluate the social impact of these policies.

Up until the mid-to-late nineteenth century, America welcomed immigrants from all over the world to "settle" and provide labor for America's bourgeoning industrial economy. Meanwhile, across the Pacific in China, political and religious rebellions between 1850 and 1865 left more than 30 million dead. Seeking to escape the terror and aware of America's need for workers in the canning, mining, timber, and railroad industries on the United States' West Coast during this period, a significant number of Chinese began immigrating to the United States.
