The goal of ROBBE was to raise Comprehensive Adult Student Assessment System (CASAS) scores of inmates five points following six weeks of skill instruction. In an evaluation of the program conducted by Tweksbury and Vito (1994), 20 ROBBE graduates and 123 eligible students who did not volunteer for ROBBE were compared in a pretest-posttest design of reading and math competency levels as measured by CASAS.

The posttest scores of ROBBE graduates increased by 13 points for reading and by 10 points for math indicating that the program had more than achieved its academic objectives. Further, preliminary recidivism rates data showed lowered frequencies for the ROBBE graduates. Unfortunately, although the program has been implemented elsewhere, there has as yet been no long-term follow-up conducted to determine whether the findings for recidivism are stable across longer lengths of time.

Other states have also found that basic educational/vocational programs can reduce recidivism. For example, over 60 studies of prison academic and vocational programs instituted in Texas prisons were examined by the Texas State Department of Criminal Justice (1994) as part of a large scale effort to determine the: relationship between prison education and offender behavior; effects of prison population control strategies on prison education programs; and the effects of academic and vocational program participation on both inmate misconduct and reincarceration.

Among the main findings observed by the Texas State Department of Criminal Justice (1994) were the following:

(1) Inmates exposed to basic adult education programs have lower recidivism rates than do nonparticipants;

(2) Most vocational programs in prison reported not only lower recidivism rates, but also lower parole revocation rates, better postrelease employment patterns, and better institutional disciplinary records for progra...
