und the sun revolves this vast machine,

Though to His eye its mass a point appears (11-13).

God as described here is the God who created the universe, but He is also a God who remains in control from a distance. There were different ideas about the nature of the relationship between God and the universe in the eighteenth century, with some having a mechanistic view that god had set the universe in motion as the Creator and then left it to run by itself. The use of the word "machine" in line 12 may point to this idea, but God has not left the machine to run by itself but remains to control the passage of the Sun through the sky and all other elements of this vast machine.
