The Great Dictator

, Garbitsch, remains one of the few characters in the film whose speech is not parodied, staying cool, competent and detached. The Mephistopheles to Hynkel, Garbitsch (read garbage) is the real threat to freedom and humanity, because Chaplin knew the power of mass propaganda in modern politics and certainly knew how to use film to achieve it. ColeÆs (2001) description of Garbitsch is not only akin to Joseph Goebbels, but also reminds one of modern day propaganda over the Iraq War:

The propaganda minister encourages HynkelÆs fixation on becoming Emperor of the World in order to enhance his own influence. He also formulates the dictatorÆs policy of using the Ghetto Jews to distract Tomanians from the shortcomings of the regime, and persuades Hynkel to reach an agreement with Napoloni by pointing out it would be an agreement the dictator need not scruple to keep (140).
