At first, Daniel Pipes (2002) stated that President Bush spoke in general terms about the response that the United States would make. He referred to ôpeople that had no countryö and people who were ômotivated by hateö (Pipes, 2003, p. 21). Later, in his 2002 State of the Union speech, President Bush expanded his remarks to include three countries that he accused of supporting terrorist organizations like Al-Queda. He called Iraq, Iran, and North Korea an ôaxis of evil" (Williams, 2002, p. 45).
