In other words, racism is a universal human problem that can be and historically has been directed at nearly every identifiable human population. The fact that it is immoral, harmful, and ignorant has still not put an end to it, because
all political regimes seem to find scapegoats highly convenient when their plans go awry. And scapegoats are most politically useful if easily distinguishable by some physical characteristic, such as skin color, although homosexuals are another favoured group for their usefulness in arousing strong antagonism from culturally conservative or downright prejudiced people.
