Some elements of a universal healthcare system do need to be instituted, however. All citizens should be eligible for healthcare. Insurance companies' efforts to exclude patients with serious health conditions that need healthcare the most, in an effort to preserve profits, result in denial of health services to many patients, sometimes resulting in death. The government should therefore institute policy guaranteeing access to health insurance for all citizens; however, it should not be expected to pay for that insurance for all citizens. Only the indigent should be covered at low or no cost.
