The three private nonprofit agencies receive funding from a variety of sources including private payment, reimbursement from Medi-Cal, grant funding from the state, and private donations. Budgets are spare. Depending on the organization, salaries for social workers are more competitive at state and county facilities than at the private nonprofit agencies. At Guadalupe Homes Foster Family Agency, monthly salaries are significantly less.

All of the agencies must abide by state regulations, funding source guidelines, operational and administrative rules, and licensing restrictions. These rules and regulations apply to every facet of the agency's operation: eligibility criteria, program services, assessment and evaluation, state-mandated charges for specific services, public accessibility, accounting procedures, and records maintenance. The overall administrative and program operation and the services provided to each person using the facility must be documented in a circumscribed way.
