In major urban centers, and in Southern California in particular, one of the most serious problems is continual traffic congestion. Individuals want to be completely mobile, and without an adequate masstransit system, are "forced" into using private automobiles. A particularly vehement conflict develops when coupled with a burgeoning population, increased commutes in distance and time, and inadequate highway systems. The conflict, however, goes further into the debate between public and private solutions within the governmental infrastructure. For any traffic solution to become viable, individuals must change their habits, something urban Americans are slow to do.4

In most any area of large population, traffic and transportation problems are endemic. If an adequate masstransit system were to be built, would it be funded privately or publicly? Moreover, the entire concept of urban planning would need to be rethought in order to establish business centers that were accessible to workers and consumers. Problems exist, too, when a nationalized system is privatized, and the debate is moved to a political conflict between public and private interests.5

Just a transportation is hotly debated in major urban areas, the developers also face a need for a sewage system to handle greater numbers of people. Septic systems can be both expensive and environmentally damaging, as well as the cause of traffic problems. Again, the dichotomous relationship between public and private is apparent in that large scale sewage systems are usually funded by accessing residents or increasing the taxable base.
