SYNOPSIS: FILM No. 1 – STATE OF THE UNI(N

Where security of the US Government is concerned, there is only one time of the year when the President, Vice President, Cabinet and Congress come together at the same time in the same location. For security purposes, even when going to the same location, top US Government officials travel separately. The occasion when this occurs is the State of the Union address. If the President, Vice President, and Speaker of the House are killed, the cabinet members are listed in order of rank to succeed the President. Number 17 on the list is the Secretary of Veterans Affairs, a little publicized or known about Cabinet member.

In STATE OF THE UNI(N, international terrorist Osama Bin-Laden hatches a plot to explode a bomb during the State of the Union address, effectively killing all high-ranking officials in the US Government. His plan will unfold with the assistance of the Secretary of Veteran Affairs, a disgruntled former military commander who resents the Clinton Administration for its liberal and passive military policies. On the date of the scheduled address, the Secretary of Veterans Affairs will be attending a prior obligation out of the country which prohibits him from attending the address. The Secretary has been given one billion dollars by Bin-Laden, kept in tax-free off-shore accounts. He is also awaiting his chance to ascend to the Presidency in order to make policy more conducive to his personal agenda. Bin-Laden has an underlying purpose in committing this act, aside from the power it will give him over US policy. He intends to have the newly sworn-in President lay blame for the attack on Israel militants. The motive is US policy in the Middle East, which the militants feel favors the Palestinians. Bin-Laden is sure this will cause world chaos and conflict.
