cerated substance abusers would decrease the rate of HIV risk behavior in the long term. Lubelczyk et al. (2002) analyzed data of inmates who were involved in nine substance abuse treatment programs of the National Treatment Improvement Evaluation Study (NTIES). Data from the interviews and the questionnaires at three different times were examined: a) immediately after enrollment in the treatment program; b) at or near the time of discharge or voluntary departure; and c) one year after the termination of treatment.

Even though there was a significant decrease in the HIV risk in the group that remained in custody during the follow-up period, Lubelczyk et al. (2002) found that little difference existed between those who were exposed and not exposed to HIV prevention services. Lubelczyk et al. (2002) thus attributed the decrease in the HIV risk behavior in this population to the lack of opportunities to engage in high risk behavior in correctional settings.
