the Turkish Cypriots.

Realism, with an emphasis on an assessment of the costs and benefits associated with specific behaviors in given situations, was found to be the international relations theory that best provides a rational explanation for the behaviors of Turkey, Greece, and the two Cypriot communities within the context of the Cyprus Puzzle. The overall conclusion of this study was that peace and prosperity in Cyprus would be best served through a permanent division of the island into Greek Cypriot and Turkish Cypriot republics, whose independence would be guaranteed by the United Nations and whose political unification with Greece and Turkey would be prohibited by the United Nations.
