Resolution 669 was passed by the Security Council on 24 September 1990 (Sciolino, 1991, p. 299). This resolution emphasized that only the United Nations Sanctions Committee could approve humanitarian shipments of food and medicine to either Iraq or Kuwait. This resolution was intended to dissuade third nations that desired to make their own decisions as to what constituted a humane shipment of food and medicine. The primary effects of this resolution were the inhibitions induced in third countries that continued to trade with Iraq.

The Security Council passed Resolution 670 on 25 September 1990 (Sciolino, 1991, p. 299). This resolution expanded to global economic embargo of trade with Iraq to include commercial air traffic either in or out of either Iraq or Kuwait.
