UN Resolutions Directed at Iraq

This resolution had only marginal effects of Iraq's behavior in relation to the detained persons; however, Resolution 664 caused Iraq to harden its general position toward the country's occupation of Kuwait (Freedman and Karsh, 1993, p. 137).

The Security Council passed Resolution 665 on 25 August 1990 (Sciolino, 1991, p. 299). Resolution 665 authorized the naval forces of Western nations to use force to enforce the economic embargo against Iraq. The Chinese and Russians insisted that the language of this resolution specifically state that the amount of force used could not exceed that "required to disable a vessel" whose captain refused to submit the vessel to search by the international naval force (Freedman and Karsh, 1993, p. 149). The United States had sought language that would permit the naval forces to "use minimum force"; however, the Chinese, Russians, and most of the Third Word countries feared that the United States might interpret such a phrase as necessary to justify any level of force that country desired to employ. The immediate effect of this resolution were slight; however, the longterm effects have created significant difficulties for Iraq.

Resolution 666 was passed by the Security Council on 13 September 1990 (Sciolino, 1991, p. 299). This resolution reaffirmed the responsibility of Iraq to assure the safety and well being of all third nation nationals in Iraq and Kuwait. Resolution 666 also specified the conditions under which food and medical supplies would be permitted to be delivered to Iraq.

Resolution 667 condemned Iraqi aggression against diplomats and diplomatic compounds located within Kuwait (Sciolino, 1991, p. 299).
