The International Labor Organization (ILO)

Employment is the issue that has been given the most attention, and the ILO has tried to keep employment in the forefront by providing research and advice to its members while working to create better job opportunities. One of the first Conventions adopted by the ILO attempted to prevent and protect against unemployment. In 1994, the issue was still primary, and at the 1994 International Labor Conference, the agency adopted the Declaration of

Philadelphia to define the principles it deemed important to attain social justice in the postwar world. The declaration called for "full employment and the raising of standards of living" as a principle objective. In furtherance of this goal, the ILO in 1964 adopted the Convention on Employment Policy (No. 122), which urged member states to consult with workers and employers and then to declare and pursue active policies to promote "full, productive and freely chosen employment" (Lonnroth, 1994, 5).
