Thus, the United States has potential to retain a primary role in the Western Hemisphere while utilizing the multilateral approach. Greater openness on the part of Latin American nations- including(but not limited to) the lowering of tariffs and quotas, the loosening of government regulations that strangle competition and anti-trust laws, and the unblocking of access to distribution systems- will contribute to U.S. success through the multilateral approach. Because of this, the U.S. has pushed harder than any other nation to develop rules and procedures for freer trade in Latin America(Garten, 1995, pps. 50-52).
